Mahjong solitaire is a single-player tile-matching puzzle, not the four-player game most people picture when they hear the word mahjong. The goal is to clear a layout of 144 tiles by removing matching pairs, but you can only pick a tile once it is free: nothing stacked on top of it, and at least one long side, left or right, completely open. Learning to read which tiles are actually free is most of the game; everything else described below is strategy built on top of that single rule.
Mahjong Solitaire Is a Different Game From Mahjong
The confusion is understandable because both games share a name and the same set of tiles. Real mahjong is played by four people around a table, using dice to determine seating and turn order, drawing and discarding tiles to build a hand, and in many traditions it is played for stakes. Mahjong solitaire strips almost all of that away. There is one player, no drawing, no discarding, no hand to build, and no turn order to argue about. All that survives from the original game is the artwork on the tiles and the general idea of matching. If you came here expecting rules about calling a hand or reading a discard pile, you are looking at the wrong game; this one is closer in spirit to a matching card game than to mahjong as it is actually played.
The Free-Tile Rule: What You Can Actually Pick Up
Every tile in the layout sits at a specific height, and a tile can only be selected once it is free. A tile is free when two conditions are both true: no other tile rests on top of it, even partially, and at least one of its long sides, left or right, has no neighboring tile at the same height. The top and bottom sides never count for this second condition; a tile can have neighbors directly above and below in the visual stack and still be free, as long as one side is open. This trips up beginners constantly, because a tile can look completely uncovered and still be locked if it is wedged tightly between two neighbors on both sides at the same level.

The Standard 144-Tile Turtle Layout
The classic mahjong solitaire board is built from 144 tiles stacked into a shape usually called the turtle: several layers tall, wide at the base and narrowing toward a small peak, often a single pair of tiles at the very top. That number comes from a full mahjong set: nine numbered tiles in three suits, four copies each, plus a set of honor tiles for winds and dragons, plus a small handful of flower and season tiles, each appearing only once. Most implementations let you switch to other named layouts as well, but the turtle remains the default and the one most people picture when they think of the game.
Which Tiles Are Allowed to Match
A pair is only valid if the two tiles show exactly the same face: the same number in the same suit, or the same wind or dragon. There is one deliberate exception built into almost every version of the game. Flower tiles match any other flower regardless of which specific flower is pictured, and season tiles match any other season the same way, because a standard set only includes one copy of each individual flower and season. Without that exception those eight tiles could never be paired at all. Everything else in the set, from the numbered suit tiles to the honor tiles, has to match its exact identical twin, not just something from the same general category.

Why Some Deals Are Unsolvable
Because the layout shape is fixed and the tiles are randomly shuffled onto it, it is entirely possible to create a starting position where two identical tiles end up permanently blocking each other, so neither can ever become free without the other being removed first - which is impossible, since they are the only two tiles that match. This is not a bug; it is simply what happens when a fixed shape is combined with a random shuffle. Better implementations avoid this by building the deal backward: they start from an empty, solved board and deal tiles into position in reverse removal order, so a valid solution path is guaranteed to exist before the game ever shows you the layout. A version that just shuffles tiles and drops them onto the shape without this extra step will occasionally hand you a deal that cannot be finished no matter how well you play.
Clear the Top and the Long Open Rows First
Early in a game, prioritize tiles sitting on the highest layers over tiles buried at the base, since a tile up top is usually resting on several tiles below it, and removing it is often the only way those lower tiles will ever become free. The same logic applies to long, mostly-open rows: work through them methodically rather than picking off whichever pair happens to catch your eye first. A useful habit is to scan the board for pairs that are both already free before touching anything else, since those are guaranteed safe moves that cost you nothing, and only after those are gone should you start thinking about which locked tile is worth freeing next.
Choose the Pair That Unblocks the Most Tiles
Once you are past the easy, already-free pairs, not every remaining move is equally valuable. Before taking the first available pair, check whether a different free tile, once removed, would expose more tiles underneath it than the pair you were about to take. A tile with three or four other tiles resting on it is usually worth clearing sooner than a tile with nothing stacked above it at all, even if both are technically free right now, because the first move opens up new options and the second one does not. This is the difference between finishing a board with room to breathe and finishing one where every remaining move feels forced.

When All Four Copies Are Free, Take Them Immediately
Every numbered and honor tile appears four times in a standard set. If you ever find all four copies of the same tile free at once, remove them right away as two separate pairs rather than saving one pair for later. Leaving a free tile unmatched on the board for no reason only adds risk: a later move could shift the layout in a way that locks it back down, and it gives you nothing in return for waiting. Treat any fully-free group of four as free points you should bank immediately.
Getting Unstuck
If you scan the entire board and cannot find a single legal pair, most implementations offer a shuffle or hint option, and using it is not cheating - it is simply acknowledging that some layouts genuinely cannot be finished.
